Executive Board Meeting of November 19, 2006
A meeting of the Board of Directors for the Area Repeater Coordination Council
("ARCC") was held at the Fort Washington Hotel and Conference Center in Fort Washington, PA.President Dave Lausten W3LAW called the meeting to order at 1225 hours.

Larry Gasperone W2CAMPursuant to Article III Section 4 of the ARCC Constitution and By-Laws, there was a motion for the Executive Board to waive the prohibition against officers holding their office for more than two (2) consecutive terms. Motion passed unanimously.
There was a motion to re-nominate current officers for new two (2) year terms. During discussion there was no objection to consider all officer positions at one time. Motion passed unanimously to have the following appear on a ballot to accompany ARCC’s next Newsletter:
President: Dave Lausten W3LAWThere was a discussion regarding a repeater located in Elizabethville, PA. After discussion, it was decided that Bill Ferguson WA3BXW would communicate to the two groups involved that ARCC suggests limited testing of the proposal that was proposed by the two groups.
There was a discussion about the need to publish a newsletter. Dave Lausten W3LAW volunteered to continue putting the newsletter together and Gene Pressler W3ZXV volunteered to do the mail out as he has done in the past. Topics that were discussed to appear in the newsletter include:
There was a discussion about the need to recover repeater pairs for previously coordinated repeaters that are no longer in operation ("paper repeaters"). Bill Ferguson WA3BXW conveyed a request made by Database Manager Jeff DePolo WN3A for volunteers who have base station capability to help determine whether previously coordinated repeaters are still operational.
Bill Ferguson WA3BXW also conveyed a request made by Database Manager Jeff DePolo WN3A that when currently coordinated repeater information is updated, the current contact information should also include an e-mail address. It was suggested that an appropriate form be developed and put on the ARCC website.
There was a discussion on the proposed 900 MHz / 33 cm repeater band plan. Bill Ferguson WA3BXW reported that although ARRL has a band plan there is no existing ARCC band plan in effect; a number of other coordination groups either have or plan to adopt a band plan. Bill will combine his and Jeff DePolo’s WN3A notes and put the proposed band plan in the next newsletter for comments.
There was a question regarding coordination for digital voice repeaters; Bill Ferguson WA3BXW indicated there is no additional requirement for digital voice repeaters beyond currently required coordination requirements.
There was a discussion about identifying web sites that would be helpful for completing repeater coordination (e.g. coordinate, ground elevation, HAAT). Bill Ferguson WA3BXW said he would research (and obtain permission if appropriate) and provide links for the ARCC website.
There was discussion about transferring ownership of currently coordinated repeaters. A number of hypothetical types of transfers were identified. The Board re-affirmed its policy to prohibit the purchase of coordinated repeaters that may occur as a result of sale of repeater equipment. It was concluded that coordination is best done on a case-by-case basis. Questions about coordination decisions will be referred to executive Board, and if necessary, will be discussed at a general membership meeting.
Kevin Woolard KW3P reported that the Bedminster Post Office Box had been closed and that mail addressed to it will be forwarded for at least a year to the current Plumsteadville Post Office Box.
Bob Freer W3YLT delivered a detailed written Treasurer’s report for the period January 1 through October 19, 2006; total funds on deposit (in checking account and various certificates of deposit) is $8,638.22 as of 10/19/2006.
Bill Gorodetzer K3MFI resigned his position as Secretary. Larry Gasperone W2CAM volunteered and was appointed to assume the vacated position, effective as soon as he becomes member of ARCC.
