Due to the congestion on 2m and the associated lack of available repeater
pairs in ARCC territory, ARCC will now only accept and process 2m repeater
applications via the waiting list. This policy applies to proposed 2m
repeaters located in all ARCC counties in New Jersey as well as Bucks,
Montgomery, Chester, Philadelphia, Delaware, Lehigh, Northampton, and Berks
counties in Pennsylvania. Applications for new repeaters in all other
counties will continue to be accepted and processed in the usual manner, as
will applications to modify existing repeater coordinations. The waiting
list applies to all types of repeaters operating on 2m including wideband
FM, narrowband FM, and digital (D-Star, P25, etc.). An application
submitted for a new 2m repeater pair at a location within the aforementioned
counties which does not request to be added to the waiting list will be
dismissed without action.
Applicants who wish to request that their application be put on the waiting list for a 2m pair should submit a standard coordination application that provides all of the technical parameters for the proposed operation except for input and output frequencies, and check the box that requests that the application be added to the waiting list. ARCC will review the application when received, and if there already exists an available frequency pair suitable for the proposed operation, the coordination will be processed normally. If not, the application will be put on hold and added to the waiting list. As frequency pairs become available, either through cancellation of an existing coordination or modification(s) to an existing coordination that result in a potential pair becoming available, the waiting list will be examined to determine if any of the applications on the list could be processed. The applications on the waiting list will be evaluated in the order received; that is, the oldest application will have the highest priority. ARCC will not attempt to "re-engineer" an application that is on the waiting list to make it "fit" into an available channel/location. Once put on the waiting list, the technical parameters of the proposal cannot be changed unless the applicant requests that the existing application be dismissed and a new application submitted in its place. However, the revised/resubmitted application will be placed at the bottom of the waiting list; it will not take the place of the former application. Only ONE waiting list application will be accepted from a given individual or club/group. Individuals who are members of a club or group may not submit an additional application for the waiting list if the club/group they are associated with already has an application on file. In the interest of preventing the waiting list from accumulating applications for new repeaters from applicants who have since lost interest in applying for a 2m repeater pair, waiting list applications will remain on the list for a period of two years, after which time they will expire. ARCC will notify the Primary Contact that the application is about to expire. Applicants may choose to reinstate the application at that time, without modification, if they so choose. Applicants who request reinstatement will retain their current position on the waiting list provided that the technical parameters of the proposal are not modified in any way. The callsign, location, and expiration date of applications on the waiting list will be made public on the web site. No technical parameter or other non-published information will be posted. This policy will help insure that coordination applications will be processed in a more timely manner by eliminating the burden on ARCC's staff of having to process the many applications that ARCC regularly receives for 2m repeaters in areas where there are simply no repeater pairs available. It also helps ensure that applicants who are truly interested in putting up a new 2m repeater will have the best chance of obtaining coordination as pairs become available, and in doing so, applicants who have been waiting the longest will receive the highest priority. |
